Consistent with the refocusing of the Department onto a wartime footing, I expect the following approaches to become internalized as essential elements of our execution in this race to maintain Military AI Dominance: Speed Wins. We must internalize that Military AI is going to be a race for the foreseeable future, and therefore speed wins. We must weaponize learning speed, and measure and manage cycle time and adoption rates as decisive variables in the AI era. We must accept that the risks of not moving fast enough outweigh the risks of imperfect alignment. Diversity, Equity, and Inclusion and social ideology have no place in the DoW, so we must not employ AI models which incorporate ideological “tuning” that interferes with their ability to provide objectively truthful responses to user prompts. The Department must also utilize models free from usage policy constraints that may limit lawful military applications.
