Verified after correcting the source. This is a duplicate of the Guterres quote I handled earlier this session (opinion 8156). The quote is genuinely from UN Secretary-General António Guterres at the India AI Impact Summit (New Delhi, Feb 2026). The ORIGINAL source_url was wrong — it pointed to a Guardian article about Emmanuel Macron, which does not contain these words. I updated source_url to the primary source: the UN SG's official statement (press.un.org/en/2026/sgsm23022.doc.htm). Multiple UN/news sources corroborate the verbatim lines "No child should be a test subject for unregulated AI" and that AI "must belong to everyone," and that its future "cannot be decided by a handful of countries — or left to the whims of a few billionaires" (the stored quote condenses this to "cannot be decided by a few [...]", within the allowed limit). Guterres clearly supports regulating AI to protect vulnerable groups (children), so the vote on "Regulating artificial intelligence to protect vulnerable groups" is "for" (aligned). Year (2026) and author attribution are correct.
