The quote is genuinely from UN Secretary-General António Guterres at the India AI Impact Summit (New Delhi, Feb 2026). The ORIGINAL source_url was wrong — it pointed to a Guardian article about Emmanuel Macron, which does not contain these words. I updated source_url to the primary source: the UN SG's official statement (press.un.org/en/2026/sgsm23022.doc.htm). Multiple UN/news sources corroborate the verbatim lines "No child should be a test subject for unregulated AI" and that AI "must belong to everyone," and that its future "cannot be decided by a handful of countries — or left to the whims of a few billionaires" (the stored quote condenses this to "cannot be decided by a few [...]", within the allowed limit). Guterres clearly supports regulating AI to protect vulnerable groups (children), so the vote on "Regulating artificial intelligence to protect vulnerable groups" is "for" (aligned).
