Multiple independent web searches confirmed all three phrases ("no child should be a test subject for unregulated AI", "the future of AI cannot be decided by a few [handful of countries]", and "AI must belong to everyone") were spoken by UN Secretary-General António Guterres at the India AI Impact Summit opening ceremony in New Delhi on 19 February 2026 (corroborated by UN News, press.un.org SG/SM/23022, india.un.org, a UN-attributed YouTube clip with the exact "No child should be a test subject for unregulated AI" title, and the 5Rights Foundation). I updated source_url to the official UN transcript (india.un.org/en/310315-...opening-ceremony). UN pages 403 to WebFetch, but content is strongly corroborated. Year 2026 is correct and recent. The vote (vote_id 11638) is "for," correctly aligning with Guterres's call to regulate AI to protect children/vulnerable groups, matching the statement "Regulating artificial intelligence to protect vulnerable groups."
