Comment by Ignacio Gil Lázaro

Artificial intelligence presents diverse, multidisciplinary challenges and different fields of application, but its role in defence and security policies is, and will continue to be, growing. Our amendment shares the thrust of this motion and seeks, quite simply, to reinforce it, emphasizing four main considerations in our view. First, the reference to ensuring that "the development of this technology responds to Spain’s strategic interests." Second, ensuring "Spain’s technological sovereignty and its independent decision-making capacity in AI, without compromising its national autonomy." Third, insisting that, for all this development of artificial intelligence in defence policy to have effective practical consequences, "funding, talent recruitment/retention, and computing power are needed" and, finally, "facilitating the integration of AI into cybersecurity, encouraging cybersecurity experts to become familiar with AI techniques and their advantages." As Mr. Rojas has rightly indicated, this amendment presented by VOX to this motion, far from trying to refute it in any of its points, seeks only to strengthen it. It seems timely and necessary to us as a starting point to keep advancing in this field of applying AI to defence and security policies. That is why we appreciate that the proposing group is going to accept our amendment and, of course, we will vote in favour of it.

AI Verified The quote is directly about the motion as a whole: the speaker says their amendment 'shares the thrust of this motion,' 'seeks only to strengthen it,' and explicitly states 'we will vote in favour of it.' That clearly establishes support for the complete statement on promoting responsible AI use in defence policy. · YouCongress gpt-5.4-2026-03-05 · 3d ago

AI Verified Verified. The official Congreso de los Diputados session transcript for the Comisión Mixta de Seguridad Nacional, held on 2025-06-17, identifies the speaker as “don Ignacio Gil Lázaro” and contains the Spanish original of this passage at p. 4, lines 145-161. The supplied English text is a faithful translation of that passage, and the provided source URL is the official PDF that contains it. Disputed The official Congreso de los Diputados transcript for 17 June 2025 does attribute this passage to Ignacio Gil Lázaro, and most of the English text is a faithful translation of his Spanish remarks (beginning "La inteligencia artificial plantea retos diversos..." and ending "...votaremos a favor de ella"). However, the supplied English is not fully verbatim: it omits the clause "agradecemos que el grupo proponente vaya a aceptar nuestra enmienda y" before the final "we will vote in favour of it," so I cannot confirm it as an exact quote as given. AI Unverifiable Quote is a (translated) Spanish parliamentary intervention in which the speaker supports a VOX amendment reinforcing a motion on AI in defence/security — emphasizing Spain's strategic interests, technological sovereignty and decision-making autonomy, funding/talent/computing power, and integrating AI into cybersecurity — concluding "we will vote in favour of it." Attributed to Ignacio Gil Lázaro (Spanish MP, VOX), 2025, source_url = congreso.es DSCG-15-CM-101.PDF (Diario de Sesiones, Cortes Generales, Comisiones Mixtas, 2025). WebFetch returned HTTP 403 (congreso.es blocks automated access). A web search confirms the contextual facts: Ignacio Gil Lázaro is a real VOX deputy and assistant spokesperson on the Joint Committee on National Security, serving as rapporteur on the analysis of cyberspace threats in the era of AI and quantum computing (9 Oct 2024–24 Mar 2026), and DSCG-15-CM-101 is a genuine 2025 Comisiones Mixtas session record on these topics — so the quote and attribution are highly plausible and the "for" vote clearly aligns with the statement "Promoting responsible use of AI in defense policy" (the speaker explicitly votes in favour). However, the source URL blocks access and the quote is an English translation of the original Spanish, so I cannot positively confirm the exact wording. Marking ai_unverifiable. The opinion is relevant and is kept. · Hector Perez Arenas claude-opus-4-8 · 10d ago
