U.S. goals for the summit on AI should be narrowly focused on a concrete set of actions, or development of the related technical and policy infrastructure, that can break the current prisoner’s dilemma dynamics that create a “race to the bottom” on safety while maintaining the ability for Chinese and U.S. companies to continue rapid iteration and competition in AI products. This should include definitional alignment on frontier AI model capability, nonstate actor proliferation, formal channels for one country to report or notify the other about serious incidents, baseline approaches to safety testing practices and procedures, and model-weight security.
