States must maintain their right to create legislation and regulations on artificial intelligence and its use so that the states can protect the interests of local residents. [...] Establishing reasonable safety standards for frontier AI models through a means of cooperative federalism and international engagement is necessary for a future where AI is a benefit to the public. [...] Affirm the sovereign right and constitutional responsibility of the Pennsylvania General Assembly to legislate in the interest of Pennsylvania residents, including in matters related to the use and effects of artificial intelligence technology. [...] Call upon Pennsylvania's Congressional delegation to advocate for a regulatory framework for frontier AI models that respects state authority, promotes innovation and safeguards public welfare.
