Define a large load electricity user to be any data center vs. more than 50 MW, and that their capacity be reassessed as they increase in size. [...] Incorporate clear "kill switch" language in any bills passed. Meaning, utilities can shut off electricity to data centers in an emergency, thus allowing hospitals, residences, etc., to not lose power.
