Stopping is an institutional architecture, not merely a technical artifact. A law of stopping must therefore resolve three questions: how stopping authority should be distributed across the sites at which an agentic system can be halted; whose knowledge should count in determining whether to exercise that authority; and what safeguards should be provided when the architecture of stopping itself fails. An effective stop may require action at several of the six sites identified in Part IV.B. The law should therefore require the parties controlling those sites to maintain the capacity to stop and to exercise it when ordered.
