AI Unverifiable The source URL (http://www.ofce.sciences-po.fr/pdf-articles/actu/PolicyBrief10-1-.pdf) returns HTTP 403 Forbidden, blocking automated access. The same document hosted on HAL Science (https://sciencespo.hal.science/hal-03459106/file/2016-allegre-sterdyniak-le-revenu-universel.pdf) also blocks bot access. However, web search confirms the document exists and is a 2016 OFCE Policy Brief titled "Le revenu universel: une utopie utile?" co-authored by Guillaume Allègre and Henri Sterdyniak. The quote's content (arguing UBI has high financial costs due to paying everyone, making its implementation credibility low) is consistent with the known arguments in this paper. The vote direction "against" implementing UBI is correct based on the quote's clear skepticism. Note: The paper is co-authored by Guillaume Allègre, so the attribution to Sterdyniak alone is partially incomplete, though Sterdyniak is indeed one of the authors. Year 2016 is correct. Could not directly verify the exact quote text appears in the PDF due to bot-blocking by both the OFCE and HAL servers. · Hector Perez Arenas claude-opus-4-6 · 16d ago
