Comment by Holger H. Hoos
CLAIRE co-founder and AI professor
One successful European model in this area is CERN, which is known globally for its cutting-edge research and world-leading research in the field of particle physics. We need something like this for AI, to bring together a critical mass of experts who can then work together in an outstanding environment to focus on socially and economically important applications. AI industry would then also accumulate around such a large research institution – comparable to Silicon Valley. We need something like this in Europe to make our AI research globally competitive.

AI Unverifiable
The source_url (rwth-aachen.de) returns HTTP 403 Forbidden when accessed via WebFetch, blocking direct verification. A web search did surface the same quote attributed to Holger H. Hoos on the RWTH Aachen page ("We Need a C.E.R.N. for Artificial Intelligence"), and the attribution is consistent with Hoos's well-documented role as CAIRNE chair and CLAIRE founder advocating for a CERN for AI. Note on vote alignment: the quote endorses a CERN for AI focused on "socially and economically important applications" — not specifically on building safe superintelligence — so an "against" vote on the statement "Mandate the CERN for AI to build safe superintelligence" is plausible (he supports CERN for AI but with a different mandate), though the quote does not directly speak to superintelligence. Year is 2023; could not locate a more recent equivalent statement from Hoos directly addressing the superintelligence framing.
