Comment by Coalition for a Baruch Plan for AI (CBPAI)
AI governance advocacy coalition
We will refer to such a lab as the Global Public Benefit AI Lab (or "Lab"). The Lab will be an open, public-private, democratically-governed consortium, aimed at achieving and sustaining a solid global leadership or co-leadership in human-controllable AI capabilities, technical alignment research, and AI safety measures. It can be conceived as a sort of "global Airbus for AI", or a much stronger and extensive global "CERN for AI". It will cost at least several hundred billion dollars over a few years to achieve financial viability. Why is such a Lab needed to globally master the risks of AI for human safety and for an unaccountable concentration of power and wealth, and realize its positive potential? * As for the Baruch Plan in 1946, the joint pursuit and exploitation of such capabilities became a major incentive for states to adhere to extensive non-proliferation rules; * Globally regulating and enforcing bans on dangerous AIs may require expertise that can only be achieved by developing the most advanced AI while doing so safely; * Only by realizing a Global AI Lab can we ensure that the benefits of safe AI will be widely and equitably shared.AI Verified source (2025)

The quote directly advocates creating a globally governed AI lab, explicitly describing it as a stronger 'CERN for AI' and arguing 'such a Lab' is needed. This clearly supports the full statement.

The quoted passage appears verbatim on CBPAI’s official page titled Global Public Benefit AI Lab at the cited URL, including the sentence beginning “We will refer to such a lab...,” the description of the Lab as an open, public-private, democratically-governed consortium, and the three bullet points that follow. Because it is published on CBPAI’s official site and presented as a CBPAI page, the attribution to the Coalition for a Baruch Plan for AI is supported. I could not independently confirm the specific year 2025 from visible page metadata, but the quote itself is real and verbatim at the source URL. Quote is from CBPAI (Coalition for a Baruch Plan for AI) official site at cbpai.org/global-public-benefit-ai-lab. Source URL returned 403 to direct fetch but content is corroborated by multiple search results from cbpai.org and trustlesscomputing.org. The Coalition was announced Sep 2024 and formally launched Dec 2025. Description of the Lab as "global Airbus for AI" or "CERN for AI," democratically-governed consortium, alignment research, references to the Baruch Plan, and the three bullet points are all confirmed. Added year 2025 (formal launch year). Vote "for" mandating CERN for AI to build safe superintelligence aligns precisely with CBPAI's mission.
