The Popular Parliamentary Group is presenting this non-legislative motion today with the aim of ensuring that Spain complies immediately and effectively with the new European Regulation 2024/1689 on artificial intelligence. We are talking about pioneering rules, which entered into force on 1 August 2024, with phased application, and which seek to harmonise the unstoppable technological development of artificial intelligence with respect for people’s fundamental rights, without hindering technological innovation or the benefits this technology can bring when properly applied. This legislation establishes four risk levels for AI systems—unacceptable, high, limited and minimal—and requires Member States to supervise, control and authorise high-risk systems, namely those that can seriously affect our rights, our health or our safety. [...] But tell me, how is an agency that has not even published the procedure for evaluating AI systems or the supervision deadlines supposed to impose sanctions? [...] How are companies supposed to comply with the rules if they do not know what documentation they must submit, or how or where to submit it? [...] That is why the Popular Parliamentary Group is bringing forward three clear proposals: first, that AESIA urgently publish the procedure for evaluating AI systems, aligned with the risk categories established by the European regulation; second, that an official digital form be enabled immediately so that companies and organisations can submit the required technical documentation; and, finally, that clear and binding deadlines for supervision and authorisation be set.
