Comment by Luisa Sanz Martínez

Members, the advance of artificial intelligence is a reality—a reality that the Socialist Parliamentary Group believes it is necessary to regulate in order to promote a humanist AI at the service of people and that protects the most vulnerable. Technology is advancing at a dizzying pace and legislation is always trailing behind, but in the case of artificial intelligence, the advances produced in the last two years have run over us like a freight train. Artificial intelligence offers many challenges and opportunities, but also very serious threats. Those who face the greatest danger are the most vulnerable people, who may be discriminated against by many factors, such as algorithmic bias, and all of this compounded by the risk of a growing digital divide. [...] The European regulation offers a legislative framework that is a good starting point, but it is not enough; many aspects still remain to be reflected on and decided, and on these matters each State will have to legislate according to its ethical convictions. [...] In the Socialist Party we say yes to artificial intelligence, but with a humanist character, at the service of people and with special protection for those most vulnerable. [...] What we need is regulation of artificial intelligence to establish a solid and reliable legal framework that protects the most vulnerable.

Verification History

AI Unverifiable Quote attributed to Luisa Sanz Martínez (PSOE AI spokesperson), 2024, on statement "[🇪🇸 Congreso, Jun 2024] Regulating artificial intelligence to protect vulnerable groups", vote "for". The source_url is the official Spanish Congress plenary transcript (DSCD-15-PL-46.PDF, a primary source), but congreso.es returns HTTP 403 to automated fetch, so I could not read the PDF directly. Web search strongly confirms the attribution and substance: Luisa Sanz is the PSOE spokesperson on AI in the XV Legislature, and she advocated regulating AI to be "ethical and inclusive" and protect vulnerable groups (e.g. people with disabilities) from algorithmic bias; there is a matching PSOE press release ("El Congreso avala una regulación sobre Inteligencia Artificial que establezca un marco jurídico sólido y proteja a los más vulnerables") and a Proposición no de Ley "Regular la Inteligencia Artificial para proteger a los más vulnerables" — confirming the June 2024 debate, her in-favor position, and that the vote "for" is correct. However, I could not verify the exact verbatim Spanish text of this (translated) quote because the source PDF blocks automated access and web search did not surface the specific metaphors verbatim. Year 2024 is correct; quote is relevant and kept (statement is event-specific to the June 2024 session, so no 2026 quote added). Marking ai_unverifiable because the source blocks fetching and verbatim wording could not be positively confirmed. · Hector Perez Arenas claude-opus-4-8 · 22h ago
