This is a broad subject, debated and debatable, and it is good to talk about it, but the motion, in truth, says little and proposes nothing new or concrete that has not already been decided. In the European Union we already have, at least, a directive and a regulation on this subject. Sometimes it is better to put the bandage on before the wound, so that later it is not too late, and in this area work is already being done because we are already seeing harmful effects from the use or misuse of artificial intelligence. [...] For that, there are the directive and the regulation, which define what the harmful effects are and what controls must be carried out so that this tool has an ethical code. The source PDF from the Congreso de los Diputados does contain these remarks by “el señor AGIRRETXEA URRESTI” during the June 11, 2024 debate on AI; the English text is a faithful translation/abridgment of the Spanish at pp. 49-50, lines 2667-2704. However, the official Congreso deputy record identifies that speaker as Joseba Andoni Agirretxea Urresti, not Mikel Agirretxea Urresti, so the quote is misattributed as given. 2) LIKELY AUTHOR-NAME ERROR: The opinion attributes the quote to "Mikel Agirretxea Urresti," but I could not find any PNV/Congress deputy by that name. The PNV deputy for Gipuzkoa is JOSEBA Agirretxea; "Mikel" is the first name of a DIFFERENT PNV deputy, Mikel Legarda. This looks like a conflation of the two (Mikel Legarda + Joseba Agirretxea). If the intervention was indeed by the PNV's Agirretxea, the author should likely be "Joseba Agirretxea," not "Mikel Agirretxea."
Recommendation: a human should open the Diario de Sesiones (DSCD-15-PL-46) to confirm both the verbatim quote and the correct speaker name, and re-attribute (likely to Joseba Agirretxea) before verifying.
