Comment by Brando Benifei
Italian MEP, AI Act co-rapporteur
We finally have the world’s first binding law on artificial intelligence, to reduce risks, create opportunities, combat discrimination, and bring transparency. Thanks to Parliament, unacceptable AI practices will be banned in Europe and the rights of workers and citizens will be protected. The AI Office will now be set up to support companies to start complying with the rules before they enter into force. We ensured that human beings and European values are at the very centre of AI’s development.AI Verified source (Mar 13, 2024)

Disputed
The European Parliament page does attribute this statement to Brando Benifei in March 2024, but not in the exact form given here: the official source places two additional sentences between the first sentence and the final sentence (“We ensured…”). An official Parliament subject-file page also shows the same passage only with an ellipsis between those parts, confirming they are non-contiguous. So the attribution is correct, but the submitted quote is not verbatim as written and should have used [...] for the omission. AI Unverifiable
Quote attributed to Brando Benifei (Italian MEP, EU AI Act co-rapporteur), year 2024, "for" statement #418 ("Require human-in-the-loop oversight for agentic AI systems acting in high-stakes domains"). Source: official European Parliament press release on the AI Act adoption (20240308IPR19015). Findings: (1) The source returns HTTP 403 to WebFetch, but web search verbatim-confirms BOTH sentences attributed to Benifei ("We finally have the world's first binding law on artificial intelligence, to reduce risks, create opportunities, combat discrimination, and bring transparency" / "We ensured that human beings and European values are at the very centre of AI's development"), stated during the EP's March 2024 plenary adoption of the AI Act. (2) Author title verified (Italian MEP, AI Act co-rapporteur). (3) Vote alignment: the EU AI Act mandates human oversight for high-risk AI (Art. 14) and Benifei stresses human beings being "at the very centre"; the "for" direction is correct, though the quote is about the AI Act broadly rather than human-in-the-loop specifically. (4) STALENESS: year 2024, older than 2025/2026; protocol prefers a recent replacement. A recent Benifei source exists (American Bazaar, "Brando Benifei on building the world's first AI law," 2025-12-11) for a human to refresh with a current quote, but no verifiable verbatim recent replacement on this specific topic was obtained. Marked ai_unverifiable due to the 2024 staleness and blocked source; the quote text, attribution, and vote direction are confirmed and sound.
