The Government strongly believes that there is a need to maintain meaningful human control of all weapons systems, including any systems that may be developed. Our position is that, for such systems to comply with international humanitarian law, context-specific and value-based judgment by human beings is required and, therefore, the retention of human command and control is critical. Systems that do not incorporate such human command and control must not be developed, must not be deployed, and must not be used.
