Independent web search reproduced the exact quote verbatim and attributed it to this same Fortune Brainstorm AI Singapore (July 2025) article — the article's own headline reads "Agentic AI systems must have 'a human in the loop,' says Google exec." Search also confirmed she said "It's too important not to regulate." However, the source_url (fortune.com) returns HTTP 403 Forbidden and blocks WebFetch, so I could not directly confirm the text on the page.
