Interim Executive Director at Georgetown University's Center for Security and Emerging Technology (CSET); former OpenAI board member
Right now, the winner of any AI race between the U.S. and China is the AI. We need to be working to make sure that is not the case. [...] I think it is very important that the U.S. AI sector remains ahead of the Chinese AI sector, but if that's at the expense of AI overrunning the entire planet, then that hasn't benefitted us.AI Unverifiable source (2026)

AI Unverifiable
Official sources confirm Helen Toner testified at the Senate Judiciary hearing "Stealth Stealing: China’s Ongoing Theft of U.S. Innovation" on April 22, 2026, and secondary reports attribute the "winner of any AI race ... is the AI" line to her; transcript-repost sites also reproduce the full wording. ([judiciary.senate.gov](https://www.judiciary.senate.gov/committee-activity/hearings/stealth-stealing-chinas-ongoing-theft-of-us-innovation-04-22-2026?utm_source=openai)) But I could not verify the full passage verbatim from the cited X post or from an authoritative primary transcript, so I can’t fully confirm it at primary-source level.
