Comment by Mitt Romney

Former U.S. Senator from Utah and former governor of Massachusetts
There's a lot of energy and passion around; was it at from an animal or was it a lab leak? I must admit, I do not understand why there's so much energy around that. Strikes me that we will never be 100 percent sure. I presume about one or the other. We might be 98 percent or something, but we will always be a little uncertain. Given the fact that it could have been either we know what action we ought to take to protect from either. [...] No. 3, whether it was from a wet market or the Wuhan lab, China's to blame. Both those things were in China.

AI Verified The quote is directly about the complete statement’s core issue—whether COVID came from 'an animal'/'wet market' or 'a lab leak'/'Wuhan lab'—and, in context, Romney says it 'could have been either' and that 'we will never be 100 percent sure.' That makes an abstention/uncertainty stance on the complete statement substantially more likely than clear support or opposition, so the quote is relevant and stance-determinable. AI Verified Romney is explicitly undecided: he says "we will never be 100 percent sure," that "it could have been either," and later frames it as "whether COVID came from a lab or it came from a wet market," focusing on policy steps either way rather than endorsing the lab-origin claim over zoonotic spillover.
