The RSP aims to make it consistently the case that our model training and deployment meets a high, clearly-specified bar for safety and that there is publicly accessible evidence that we have met this bar. Roughly speaking, we run tests (‘frontier risk evaluations’) meant to assess the level of risk that our systems could pose if deployed without safeguards and, if we aren’t able to fully and demonstrably mitigate that risk through our safeguards, we pause further deployments and/or further scaling.AI Verified (Sep 3, 2024)

Quote describes pausing deployments or scaling when frontier risk evaluations are not fully mitigated, which directly bears on the pause-vs-racing statement.

The quote says model deployment/scaling should pause if safeguards cannot demonstrably mitigate frontier risk, so 'for' is correct.

Anthropic RSP post states the quoted policy wording verbatim about a high safety bar and pausing deployments/scaling if safeguards are insufficient.
