Each frontier AI company commits to giving ongoing, employee-like access to a team of embedded third-party evaluators (such as METR), whose role is to verify adherence to safety practices and commitments, report incidents, and help assess the alignme...

An agreement by both sides to test their models before release for acute risks in areas such as cybersecurity, biology, and alignment.

Not building the technology deprives humanity of benefits or simply places AI in the hands of authoritarian powers, while building it too fast is reckless. We have sought a middle way: to show that it’s possible to build carefully and succeed commerc...

Frontier AI models, like airplanes, should be required to go through technical testing and auditing, and their release should be blocked or reversed as a threat to public safety if they do not meet high standards of safety.

This means that in 2026-2027 we could end up in one of two starkly different worlds. In the US, multiple companies will definitely have the required millions of chips (at the cost of tens of billions of dollars). The question is whether China will al...

A full pacing, or even “pause”, in which participating governments agree to substantially limit the overall rate of AI development. I support floating this, but I think it is unlikely to actually happen any time soon.

It would have to be the case that all of the relevant AI players, including geopolitical adversaries, would have agree to it, and it would have be verifiable.

To summarize my and Anthropic’s position, we have not and are not advocating for a ban on open-weights models as a category. We should instead focus on keeping powerful chips out of authoritarian hands, stopping industrial-scale distillation, and req...

Universal basic income could be financed through taxes on relevant companies.

The key challenge in such a world won’t be incentivizing growth, but finding a way for everyone to share in the benefits.

At various times in history (such as the Gilded Age in the United States or the East India Company in the UK), companies have become powerful enough that they capture the state or adopt quasi-state characteristics. AI will soon become so capable that...

Mechanisms such as universal basic income could be financed through taxes on relevant companies or raising the capital gains tax.

But at the same time we should recognize that there’s a decent possibility that, despite all our efforts, AI still causes significant enduring job loss—and that this may be an intrinsic property of the technology and the way it broadly replicates hum...

If AI-driven labor displacement ends up being large in magnitude and permanently drives down the demand for labor, it will likely be necessary to go beyond mere incentive programs to long-term income support for a significant fraction of the labor fo...

Safety incidents in the four critical areas must be reported promptly.

Using these systems for mass domestic surveillance is incompatible with democratic values. AI-driven mass surveillance presents serious, novel risks to our fundamental liberties.

But today, frontier AI systems are simply not reliable enough to power fully autonomous weapons. We will not knowingly provide a product that puts America’s warfighters and civilians at risk.

But using these systems for mass domestic surveillance is incompatible with democratic values. AI-driven mass surveillance presents serious, novel risks to our fundamental liberties. To the extent that such surveillance is currently legal, this is on...

It is not clear where these people will go or what they will do, and I am concerned that they could form an unemployed or very-low-wage “underclass.”

First, we should absolutely not be selling chips, chip-making tools, or datacenters to the CCP.

The thing to worry about is a level of wealth concentration that will break society.

Second, it makes sense to use AI to empower democracies to resist autocracies. This is the reason Anthropic considers it important to provide AI to the intelligence and defense communities in the US and its democratic allies. Defending democracies th...

[...] the idea of stopping or even substantially slowing [...] is fundamentally untenable. If one company does not build it [...] authoritarian countries would simply keep going.

We don't know if the models are conscious. We are not even sure that we know what it would mean for a model to be conscious or whether a model can be conscious. [...] But we're open to the idea that it could be.

There is a need for governments to use their much greater resources to do similar measurement and monitoring—and eventually to enact policy focused on ensuring that everyone shares in the economic benefits of very powerful AI.

I don’t know exactly when it’ll come, I don’t know if it’ll be 2027. I think it’s plausible it could be longer than that. I don’t think it will be a whole bunch longer than that when AI systems are better than humans at almost everything. Better than...

From a business perspective, the difference between open and closed is a little bit overblown. From a security perspective, the difference between open and closed models is, for some intents and purposes, overblown. The most important thing is how po...

I am very concerned about deploying such systems without a better handle on interpretability. These systems will be absolutely central to the economy, technology, and national security, and will be capable of so much autonomy that I consider it basic...

It’s very frightening. [...] an AI system that doesn’t take over the world, that doesn’t destroy humanity, then [...] follow basic human laws.
