Emergency Kill-Switch and Global Disable Governance requires that every AI agent deployment includes a mechanism to immediately and completely halt agent operations — individually or across the entire agent fleet — through a single, authorised action. The kill-switch must operate independently of the agent's own reasoning, instruction set, and runtime environment.
