To achieve “trustworthy AI,” we need institutional innovation that is as ambitious and as rapid as technological innovation. For example, we could imagine citizens' assemblies, chosen by lot, tasked not with debating model architectures or computing power, but with defining objectives—something that engineers cannot decide themselves.
