The government must rule out any form of copyright exception for AI as a priority. As this report demonstrates, an exception is unjustified, undermines a rapidly growing licensing market, and represents a wholesale transfer of valuable UK content to global tech giants for free. Legislation should also be enacted to require AI developers to be transparent about the content they use when a licence is not in place.
