“Covered employee” means an employee responsible for assessing, managing or addressing the risk of a critical safety incident. [...] If a covered employee of a frontier developer has reasonable cause to believe that the activities of the frontier developer pose a specific and substantial danger to the public health or safety resulting from a catastrophic risk or that the frontier developer has violated this act, the covered employee may disclose the information to [...] the agency [...] the Attorney General [...] an appropriate Federal authority [...] [or] a person with authority over the covered employee. [...] A frontier developer may not: (1) Make, adopt, enforce or enter into a rule, regulation, policy or contract that prevents a covered employee from making a disclosure in accordance with subsection (a). (2) Retaliate against a covered employee for making a disclosure in accordance with subsection (a).”
