Gentlemen, vigilantly enforced and properly coordinated U.S. export controls deny China the access to sensitive technologies that it wants to steal and fuel its military modernization. However, our current export control system is deeply flawed. As a result, controlled U.S. technologies are turning up in enemy programs, such as the spy balloon that was sent over my State of Missouri and the rest of the continental U.S. last year to collect data on frankly our most sensitive military installations. It is imperative that our export control system is efficient, targeted, and effective now that China, Iran, and Russia have formed a new axis of evil to attack our national security interests and help each other circumvent U.S. export controls.
