Disputed Disputed: the official White House executive order page dated 2023-10-30 and signed "JOSEPH R. BIDEN JR." contains related language, but not this exact quote. The stored text splices §4.2(c)(i) and §4.2(c)(iii), omits the qualifier that the model test applies only until the Secretary makes a determination, and cuts off the sentence after "operations" even though the source continues with an additional computing-cluster condition. That materially alters the meaning. The date and source URL are otherwise correct. Disputed Disputed. GovInfo identifies Executive Order 14110 as a presidential document of Joseph R. Biden Jr. dated October 30, 2023. ([govinfo.gov](https://www.govinfo.gov/app/details/DCPD-202300949?utm_source=openai)) The cited source and the official GovInfo PDF contain the phrase about submitting a report to the Secretary of Commerce and, later, a separate clause about a model requiring more than 10^{26} operations; but that later clause continues with an additional computing-cluster condition. Because the submitted quote stitches separate clauses together and omits that trailing condition without marking the omission, it is materially altered rather than verbatim.
