The CSA doesn’t attempt to surge BIS personnel to Southeast Asia or rebuild the export control system from the ground up. Instead, it would introduce a surgical fix: location verification for chips exported abroad. If a chip shows up outside its authorized destination, the exporter would be required to notify the BIS.
