Beginning May 1, 2027, [a supplier shall] facilitate independent evaluation of the safety protocols by: (i) commissioning an independent assessment by a qualified third party that applies generally accepted industry standards for AI safety and risk management ... and certifies that the qualified third party has no financial interest in the outcome of the assessment; or (ii) providing reasonable accommodations to allow independent research evaluations.
