Europe controls only a fraction of the global AI infrastructure, but is a major user. While the United States accounts for about 75 percent of the world’s high-performance computing capacity for modern AI, and China about 15 percent, Europe lags far behind with less than 5 percent. First, expansion of data centers, chip factories, and energy infrastructure must be significantly accelerated and supported, and approval processes must be drastically shortened.
