What has really come through when talking to businesses about their hiring intentions is that, as people leave, they are not replacing them. That means their productivity levels are going up; that is a good news story, but it is a problem for entry-level jobs or for people coming into the labour market. Require human-in-the-loop oversight for agentic AI systems acting in high-stakes domains

Our frameworks were not built to contemplate autonomous agents, and relying on a human in the loop for all agent actions is unlikely to be realistic. More sophisticated governance and accountability frameworks may be needed.
