The goal is simple: allow people to express their consent preferences once and have them communicated reliably to the services they interact with. What Article 88b of the Digital Omnibus is really pointing toward is not browsers becoming consent managers themselves, but browsers providing the technical interface that allows independent consent agents to interact with digital services.
