Browser/OS signals are excellent as a universal NO (refusal / opt-out at the point of origin). But they can’t replace opt-in, because opt-in requires a contextual, informed, purpose-specific YES - across real multi-vendor stacks - and a single browser signal can’t express or evidence that.
