Agency and authority mean that there needs to be someone who's responsible for [the decision] and who has the authority to say that something's wrong and we should push the red button and look at it. You have to do that without penalty, because if you give it a penalty, no one's going to push the red button. Human-in-the-loop has to have the authority to say, 'I think it's wrong.'
