The rise of artificial intelligence (AI) sovereignty—a state’s capacity to develop, deploy, and control AI systems, including the data corpora, compute infrastructure, and model weights that constitute the AI supply chain, free from foreign dependence or manipulation—is making it newly acute for every state that has stopped short of treating any unauthorized access to its networks as a sovereignty violation.
