I think what you do is you set up the biggest possible thing you can. You don’t start small, you don’t start with giving money to any existing institution. You build an actual coalition that has enough money, that has enough leverage, that has enough talent, and that has enough general geopolitical heft to actually back this up. You get all of them to put in their money right away, and they commit their money on day one of the project: they don’t get it back under any scenario; they can’t defect.
