Democracies should share frontier AI models with allies

Key insights

Government officials, company leaders, researchers, and international groupings in the supplied material all voice support, often using security language around critical infrastructure, cybersecurity, and defense.
Many supportive quotes are not arguing for unrestricted diffusion; they limit access to allies, trusted partners, or participants that meet agreed rules and standards.
Several proponents explicitly try to combine sharing with sovereignty, arguing that nations can collaborate while still controlling their own data, models, deployment, or domestic infrastructure.
The quotes endorse different sharing models: some favor open or distributed development so no single company or country controls access, while others favor export-led diffusion of one country's AI stack to allies.
Reliable access is treated as an implementation problem as well as a principle, with calls for exemptions, advance warning, common benchmarks, guaranteed parity access, and compute-for-access arrangements.

Arguments for

Collective security

Supporters argue that democratic nations need access to frontier AI to protect critical information infrastructure, harden allies against adversary penetration, and equip defense and intelligence communities. As models become more capable, getting them into the hands of governments, critical infrastructure operators, allies, and trusted partners is framed as a security priority.

No country can be truly secure if it lacks control over its own critical infrastructure. Democratic nations should have access to such AI models so that they can protect their critical information infrastructure and effectively address growing cyber threats. Access to these impor…

Open innovation

Another argument is that science, innovation, and checks and balances benefit when AI is open, shared, and not controlled by any single company or country. On this view, wider allied access extends the benefits of openness, model diversity, economic growth, and individual empowerment.

India has long believed that science advances fastest when it is open and shared. Project Tapestry, which lets nations build frontier AI together while retaining sovereignty over their data and models, reflects the collaborative, self-reliant innovation India is advancing.

AI is becoming essential infrastructure. No single company or country should determine who can build on it, adapt it, or benefit from it. Project Tapestry is a test of whether frontier AI can be built as open infrastructure: collaborative, capable, and sovereign by design.

Strategic export leadership

Some supporters emphasize the supplier country's interest: exporting trusted frontier AI to allies can strengthen the domestic industrial base, deepen ties with partners, and make that country's stack the global standard. In this view, allied adoption is part of both economic and national-security leadership.

Middle ground

Trusted, rules-based access

A recurring condition is that access should flow through trusted-partner arrangements, government-to-government cooperation, and systems that set standards, assess risks, and require participants to follow the rules. Similar safety, security, evaluation, and benchmark practices are treated as part of responsible sharing.

Sovereignty and assured supply

Another nuanced view is that sharing should not leave countries dependent on foreign providers. These quotes pair collaboration with retained control over local data, models, and deployment, domestic hosting for critical uses, and negotiated or guaranteed access terms to reduce vulnerability to cutoffs.

Within these quotations, support for allied access to frontier AI is broad across sectors and is justified on security, innovation, diplomatic, and industrial grounds. The main points of variation concern how sharing is governed: many quotes insist on trusted-partner criteria, shared standards, retained national control, and reliable access arrangements.
