Create a global institute for AI, similar to CERN

Key insights

The sharpest disagreement is over institutional form: many quotes favor a new shared body, while critics prefer distributed networks or upgrades to existing organizations.
Supporters use the idea of a "CERN for AI" in different ways, including as shared compute infrastructure, a public research lab, a safety-focused institute, and a broader governance forum.
Even among supporters, views diverge on openness: some stress open science and wide access, while others argue the most powerful systems or techniques should remain under controlled international stewardship.
European researchers and institutions are especially prominent in the discussion, but many proposals explicitly call for participation beyond Europe and, in some cases, support for the Global South.
Several recent quotes move from analogy to concrete institution-building, referring to named hubs, labs, or intergovernmental organizations rather than only a general aspiration.

Arguments for

Public-interest governance

Supporters argue that a CERN-like institute would put advanced AI work under public-interest, publicly funded, or democratically accountable governance rather than leaving its direction to private actors with commercial incentives. They say this could promote open, robust research and keep development aligned with social goals rather than closed-door competition.

We need to ensure that we do not let AI be controlled by private actors. [...] This idea of this CERN for AI… is an idea I think we should implement very quickly. Now is not the time to cut off research on research and data — it is the time to create more.

Shared compute and talent

Proponents say frontier AI needs very large computing infrastructure, shared funding, data, and research environments that fragmented labs or individual countries struggle to provide on their own. A common institute could pool digital resources, cluster top researchers, and create a global magnet for talent.

Safety and standards

Many supporters see an international institute as a way to conduct frontier research in a more rigorous, safety-focused setting, with shared testing and analysis of capabilities and risks. Some also argue that concentrating the most powerful systems in neutral international hands could help contain dangerous uses and support international pacing.

I would like to see a CERN for AI [...] where all the top scientists come together and see whether they can make a super intelligence. And, if they can, they contain it into a system where it can't just go out and persuade people to let it run the world.

Global cooperation and access

Another argument is that AI should be a bridge for cooperation, with participation open to contributors that accept common rules rather than limited by nationality. Competitiveness and innovation

Some supporters emphasize that a CERN-like institute could strengthen innovation, economic growth, and technological sovereignty by helping participants build their own frontier capabilities. They argue a high-visibility shared project could catalyze startups, retain talent, and help regions catch up or leap ahead.

A CERN for AI could give Europe the computational infrastructure to build its own frontier AI models, and to spur a thriving ecosystem of high-tech startups and scale-ups, underpinned by talent that would be incentivised to work in and for Europe.

Arguments against

Centralization mismatch

Critics argue that AI differs from particle physics because it does not depend on uniquely centralized, expensive physical facilities. In their view, a single organization cannot address the many needs grouped under AI and may isolate research from the sectors, research communities, and citizens it should serve.

At ELLIS we believe that a strong AI research landscape distributed across various locations in Europe is essential for maintaining Europe’s sovereignty in this competitive field. AI research does not require access to centralized, expensive and unique physical facilities (known …

Strengthen existing institutions

Another objection is that governments should network and reinforce existing research centers and institutional frameworks instead of building a new body from scratch. On this view, coordinating what already exists and updating current governance structures is more practical than creating new infrastructure.

Through the different interactions we had with the scientific community, we thought the best way forward is to have networking of what exists in Europe and strengthening of what exists, instead of creating new infrastructures.

Unrealistic or distracting

Some opponents say the phrase has become more rhetorical than operational. They argue that versions likely to be politically achievable would do little for safety, while stronger versions face international tensions, conflicting values, or other feasibility barriers that make them unrealistic.

There are many conceivable versions of a “CERN for AI.” But the version that seems politically realistic (a new catch-up lab) probably would not do much for safety, while the versions that would materially improve safety (e.g., pause + merge of all companies) are probably unreali…

Middle ground

Distributed institutional model

Several quotes support the goal only if the institution is organized as a distributed or physically decentralized network rather than a single giant site. They describe pooling digital resources across regions and countries so the system can be internationally shared without copying CERN’s exact physical model.

A "distributed-CERN" reimagined for AI, networked across diverse States and regions, could expand opportunities for greater access to AI tools and expertise.

Research plus oversight

Some proposals treat a CERN-like lab as only one layer of governance, to be combined with bodies for monitoring, verification, testing, or standards. In this view, shared research capacity works best alongside institutions that can audit unsafe projects or track compute and compliance.

I would advocate for a kind of CERN for AGI, and by that, I mean a kind of international research-focused high-end collaboration on the frontiers of AGI development to try and make that as safe as possible. You would also have to pair it with a kind of an institute like IAEA, to…

Across the quotes, many advocates see a CERN-like AI institute as a way to pool large-scale resources, rebalance power away from private firms, and create safer and more inclusive development. Critics do not necessarily reject international cooperation, but question whether a new centralized body fits AI’s needs better than distributed networks, strengthened existing institutions, or more limited governance mechanisms. The debate is increasingly about design, scope, and feasibility rather than about whether AI has major public consequences.
