One of its more interesting recommendations is something called Mutually Assured Compute Destruction. America would build its new datacentres in Mongolia and China would build theirs in Canada. If the agreement collapsed, each side would destroy its own compute rather than let the other capture it. The arrangement is not supposed to depend on the two sides continuing to trust each other. The incentives are designed to survive the point where trust disappears. That feels like the level AI governance eventually has to reach.Unverified (Jul 24, 2026)
