We write today to echo their concerns and respectfully urge you to oppose any legislative framework that establishes a federal preemption ceiling on artificial intelligence guardrails. While we support a bipartisan federal effort to establish a baseline of consumer protections, we believe federal law should serve as a floor, not a ceiling. [...] States like yours must retain their authority to build upon federal protections in response to evolving risks. We strongly urge you to oppose any AI legislation as long as it establishes a federal ceiling rather than a baseline floor.
