A large frontier developer shall provide the independent safety evaluator access reasonably necessary to conduct a meaningful technical evaluation, including, where reasonably necessary, access to relevant model checkpoints, interfaces, documentation, testing environments, fine-tuning capabilities, and versions or configurations of the model in which safeguards are disabled or materially reduced.
