No Federal agency may purchase, deploy, operate, access, or contract for any automated surveillance system that identifies, tracks, or records individuals through any of the following: (1) An automated license plate recognition system, including a Flock Safety camera. (2) Facial recognition technology. (3) Technology that uses biometric identification, including fingerprint, iris, retinal, voice, gait, or other personally identifiable biological characteristics. (4) Any technology that captures, analyzes, or retains a person's image, likeness, or other personally identifiable information for the purpose of conducting persistent or mass surveillance.
