Since the publication of the previous Report (January 2025), progress has been made in developing AI systems with multiple effective layers of safeguards. For example, progress on improving the worst-case robustness of general-purpose AI systems has been slow, and there are fundamental limitations to how thoroughly open-weight models can be safeguarded and monitored.Disputed (Feb 2026)
