I think it's inherently valuable to build international governance mechanisms to enable responsible deployment and avoid a possible race to the bottom. All labs and countries moving as fast as possible out of fear of what other actors will do seems like an easy way to incentivize individual actors to make dangerous tradeoffs between speed and safety.
