Internal deployment is especially important to regulate because misalignment, an unsolved technical problem of a model failing to follow the full breadth of human instruction, poses a major risk. Misuse of AI capabilities in chemistry, biology, and materials science should also be monitored, as it poses significant risks and will likely be a precursor to major misalignment risk.
