There should be no licenses granted for advanced AI chips to China, period. To that end, the AI Overwatch Act offers a sound framework: mandatory congressional notification before any such export is approved, verifiable safeguards preventing military end-use, and a guarantee that chip exports do not come at the expense of domestic availability.
