Frontier AI capability sits overwhelmingly in the hands of a few companies headquartered mainly in the United States and China. Every other nation participates by permission, not by right. That permission can be withdrawn arbitrarily in an instant.

Private capability, however well intentioned, is not the same as democratic legitimacy. The majority of the world’s nations, representing the majority of the world’s people, are not part of the equation.

Child protection is a stress test for the development of AI. In the case of social media, it failed.
