AI Verified The source context is an arms-control speech that explicitly calls for negotiations on artificial intelligence to conclude legally binding international instruments or codes of conduct, aimed at reducing risks to international stability and security. That is directly on the issue of an international AI-safety treaty and makes the author's stance on the complete statement readily inferable. AI Verified The quote explicitly supports international negotiations on AI and says they should aim at 'concluding legally-binding international instruments or codes of conduct as soon as possible.' In the source speech, this is presented in an arms-control/non-proliferation context and as a way to reduce risks from AI, so the closest overall stance is support, even though it does not specifically say 'treaty' or use the nuclear analogy in those exact words.
