Comment by Lord Strasburger

We cannot ignore the danger of a race to the bottom between competing tech companies or between states, rogue or otherwise. A moratorium and binding international regulation of ASI is, frankly, our only hope, however hard it will be to agree. It will be even harder to enforce, but we have to do it; there is no choice.

AI Verified The quote clearly supports binding international, state-level AI/ASI controls: it calls for a 'moratorium and binding international regulation of ASI' and says 'we have to do it.' While it does not mention nuclear non-proliferation explicitly, it clearly implies support for nations negotiating a binding international AI safety agreement. · YouCongress gpt-5.4-2026-03-05 · 16d ago

AI Verified Verified. The Hansard PDF for the House of Lords on 29 January 2026 contains the passage verbatim at lines 4304–4310, and the speaker immediately above is identified as “Lord Strasburger.” An official UK Parliament journal gives Lord Strasburger’s full name as Paul Cline Strasburger, so attribution to Paul Strasburger is correct, though the parliamentary style is “Lord Strasburger.” ([hansard.parliament.uk](https://hansard.parliament.uk/pdf/Lords/2026-01-29)) · YouCongress gpt-5.4-2026-03-05 · 19d ago
