Mandate or formalize AI model evaluation and disclosure for cyber risks. Establish requirements for structured, pre-deployment evaluations of frontier AI models focused on cyber-relevant risks, including misuse potential, autonomy, reliability over time, and interactions with real-world tools. Policymakers could formalize evaluation standards, enable independent auditing, and require appropriate disclosure to government authorities—particularly for models deployed at scale or integrated into critical systems.
